Once the rough-in is solid, tile, flooring, the vanity, and fixtures go in, followed by drywall, paint, and trim to finish the room. Because the same two people are on site through the whole project, the finish work lines up with decisions made back at demo instead of getting handed off between crews who never talked to each other.
